The pendular dynamic of the regionalization of the university in Argentina. The article analyzes the dynamics of construction of the Public Higher Education System in Argentina considering the dimension of regionalization and exploring the regional tensions around its construction. It displays low levels of institutional differentiation and institutional
competence, but indicates the complexities of regional differentiation, the politically unresolved character of such processes, and how its dynamics has been associated with ideological political processes. The regionalization of higher education shows multiple
expressions, but the dominant one has been the tension between the construction of spaces of power and academic development at local level against the national objective of regulating Higher Education at a national level
